Priorities

I've knocked on thousands of doors across our neighbourhoods. As a nearly 20-year resident of Waverley West, I've heard and experienced many of the same concerns residents are sharing with me. Concerns about:

1. Creating Safer Neighbourhoods

2. Ensuring Affordability & Accountability at City Hall

3. Expanding Recreation Opportunities for Youth, Seniors & Families

4. Improving Transportation Flow for Vehicles, Transit & Cyclists

5. Building Greener Neighbourhoods

6. Improving Communication & Access to City Services

Below is a high-level overview of my priorities. These priorities will continue to be refined through the ideas, experiences, and feedback I'm hearing from residents. If you have questions or would like to share your thoughts, I'd love to hear from you.

1. Creating Safer Neighbourhoods

Feeling safe is fundamental to a strong community. Residents deserve to feel secure raising their families, running their businesses and enjoying public spaces.

Winnipeg is experiencing a toxic drug and mental health crisis that is affecting neighbourhoods across our city, including Waverley West. Addressing these challenges requires a balanced approach that supports people in crisis while ensuring residents feel safe in their communities.

No single solution can address these challenges. Progress depends on strong partnerships, open communication and shared information to guide prevention and response. As your City Councillor, I will work with residents, police, community organizations and government partners to turn these partnerships into practical action for safer neighbourhoods and a safer Winnipeg.

Community Safety Forums

  • I will host regular safety forums with the Winnipeg Police Service to provide the public with ongoing access to timely information, open dialogue, and collaborative problem-solving on public safety issues.

Neighbourhood-Led Safety Initiatives
  • I will support resident-driven safety efforts such as neighbourhood watch groups, improved street and alleyway lighting, and other community-led measures that help neighbours look out for one another.
  • I will provide leadership, partnership, administrative, and financial support to volunteers who want to establish neighbourhood watch programs.

Addressing Root Causes of Crime
  • I will continue working with the United Way and the Province of Manitoba to evaluate the need for a Resource Centre along South Pembina, ensuring residents have access to the services and supports they need.
  • I will support partnerships with local agencies in south Winnipeg to strengthen community services, improve collaboration, and address local priorities.
  • I strongly support the City’s role in the Provincial approach to end chronic homelessness through the Your Way Home: Manitoba's Plan to End Chronic Homelessness
  • I support the Federal government’s requirements to enable low-cost housing in Winnipeg and will support initiatives to accelerate housing construction.
  • I will strongly advocate for a fourth emergency response service focused on mental health crises, providing the right response for residents while freeing up Winnipeg Police Service and Fire Paramedics to focus on the calls they are best equipped to handle.

Youth Programming & Prevention
  • I will expand youth programming and prevention-focused initiatives that give young people positive, structured opportunities, helping build a safer community from the ground up.

2. Ensuring Affordability & Accountability at City Hall

Winnipeg has long been known as an affordable city, but rising costs are putting pressure on families. The City must do its part by managing taxpayers’ dollars responsibly and delivering reliable services that provide value for residents.

Growing our tax base through new investment, economic development opportunities like CentrePort and support for business growth can help fund the services our communities need. We must also improve efficiency, reduce waste and make responsible choices about spending.

As your City Councillor, I will support responsible budgeting, transparent decisions and continuous improvement in City services. Residents deserve to know how their tax dollars are spent and what results they are delivering.

Strengthening the Tax Base
  • I will support continued efforts to seek Provincial and Federal support for a new funding model for cities where city can share in growth.
  • I will support economic development projects like CentrePort, that strengthen our tax base and support long-term affordability for residents.

An Active Voice in the Annual Budget Process
  • I will take an active role in annual budget decisions affecting residents.
  • I will listen to city wide – and local priorities and advocate for projects that grow our city sustainably.

A More Efficient City Hall
  • I will work with City leadership to ensure efficiency is improved on repetitive service delivery (snow removal, road repairs, parks maintenance, etc.)
  • I will work with Council and City leadership to reduce cost pressures through the use of AI and technology.
  • I will work with the CAO and Council to ensure the Corporate Efficiencies Department produces regular reports identifying Key Performance Indicators so Council can measure results and areas of improvement.

Bridging Businesses and City Hall
  • Small businesses are the foundation of a thriving economy but are challenged navigating the permitting and occupancy process at City Hall.
  • I will work with the permitting departments to streamline the process and ensure there are staff available to take calls in a timely manner.

3. Expanding Recreation Opportunities for Youth, Seniors & Families

Recreation is essential for all ages and all stages of life. With 40% of Waverley West residents aged 30 and under, a growing older adult population and increased needs in our high-poverty neighbourhoods, expanding affordable and accessible recreation opportunities is a top priority for the ward.

City-wide, I will support implementation of the General Council of Winnipeg Community Centres’ 2026–2028 Business Plan and long-term Plan 2045, focused on strengthening Winnipeg’s community centre system.

As your City Councillor, I will work with residents, community volunteers and the City to ensure recreation spaces and programs reflect our community’s needs and help youth, seniors and families stay active and connected.

South Winnipeg Recreation Campus
  • I will provide strong oversight by holding regular meetings with City staff and the Mayor's Office to keep construction of Phase 1 of the recreation campus on schedule and within budget.
  • I will establish a governance model that gives our community a strong voice in shaping the recreation programs, and services that will be offered at the new complex.
  • I will ensure a broad community consultation process is put in place - to ensure the aquatics centre reflects the needs, priorities, and aspirations of our residents.
  • I will investigate opportunities for high-performance swimming and partnerships within aquatic centre.
  • I will lead a coordinated funding strategy with all three levels of government to secure the financial commitments necessary to deliver the aquatics centre.
  • I will organize and collaborate with community leaders to develop a clear path forward for the future phases of a library and twin ice arena.

Whyte Ridge & South Winnipeg Community Centres
  • I will meet regularly with the Boards and provide financial support to the priorities they establish.
  • I will strengthen local events, and infrastructure improvements through financial contributions, partnerships, grant writing, and in-kind resources.
  • I will ensure continued tree-planting events to expand our urban canopy, and create lasting environmental benefits.

Recreation Funding Support for High Poverty Areas in Waverley West & City
  • I will ensure funding support is available for Boys and Girls Clubs, and local not for profits that support low-income families.
  • I will advocate for facility optimization of city owned community centres.

Age Friendly – Local & City Wide
  • I will take an active lead in updating and developing Age Friendly policies for the City of Winnipeg.
  • I will meet regularly with older adult organizations provide financial support for the priorities they establish.
  • I will take a leadership role in collaborating with local older adult organizations to identify and secure a permanent location for delivering programs and services.

4. Improving Transportation Flow for Vehicles, Transit & Cyclists

A strong transportation network is the backbone of a thriving economy, providing critical links that support commerce, investment and sustainable development. Investing in efficient transportation corridors is essential to keeping Winnipeg moving and supporting long-term economic growth and competitiveness.

At the same time, investments in public transit and active transportation improve mobility, reduce congestion and support a more sustainable and resilient transportation system. Our growing city needs safe, reliable ways for people and goods to get where they need to go.

As your City Councillor, I will advocate for responsible, long-term transportation investments and carefully review funding options through the budget process to improve traffic flow, safety and connectivity for drivers, transit users and cyclists.

Bison Drive Connection
  • I will ensure the final engineered design and Class 3 budget costing for the Bison Drive Connection - linking Frontier Drive through to Waverley - is publicly presented so residents can see the vision and progress of this important project, including the separated multi-use pathways that will give pedestrians safe access to Superstore, Pembina Trails Collegiate, Bison Run Elementary School, the Abinojii Micinah pathway, the Grand Mosque, and more destinations.
  • I will make this project a top priority and work with all levels of government to secure the remaining funding needed to bring it to completion, building on the partial funding already secured.
  • Although the budget details are still being developed, I am committed to advancing this project and making this important connection - which will improve the intersection at Bison and Waverley, ease the north-south Kenaston connection, and open a much-needed east-west link to Pembina and the University of Manitoba - a top priority.

Transit
  • Transit requires significant investments to deliver the high frequency service residents need.
  • I will strongly advocate for increased transit funding support from Provincial and Federal governments.
  • I will support ongoing reviews of the new transit network, focusing on transit stop placements, connectivity to schools, and improved frequency. I do not support returning to the old network.

Roads
  • Locally, the east west connection of Bison Drive is a top priority in Waverley West. Currently the detailed design process is underway.
  • I will take an active leadership role in seeing the Bison Drive Connection’s final design and price meet deadlines, and I will lead a funding strategy plan with developers and the City.
  • Locally, I will continue the focus on road renewals in our older neighbourhoods (Waverley Heights, Whyte Ridge and University Heights)
  • I will advocate for increased funding support for city wide road renewals.
  • I will support ongoing city-wide investments in technology and AI to identify priorities in our road network.
  • I will support continued investment in the prioritization and development of trade corridors.

Active Transportation
  • Locally, I will ensure the Bison connection/extension moves forward incorporating the active transportation pathways (along Bison and Waverley) connecting to U of M and Abinojii Mikanah.
  • City wide I will support continued investment in active transportation, and work to ensure the 5-year budget forecast remains in place.

Road Safety
  • I will advocate for increased funding support for the Road Safety division.
  • I will support ongoing studies on the effectiveness of traffic calming infrastructure.

5. Building Greener Neighbourhoods

Waverley West is a community of contrasts. It includes some of Winnipeg’s newest neighbourhoods, where the first trees are just taking root, alongside established communities like Whyte Ridge, Richmond West and Waverley Heights, where mature tree canopies require ongoing care and protection.

Our ward is home to more than 248 hectares of parks and open space. That’s one of our greatest assets, and caring for it requires long-term planning and responsible maintenance.

Building greener neighbourhoods means planting new trees while protecting the mature canopy we already have. It means caring for our parks, pathways and public spaces so they remain healthy, beautiful and welcoming for everyone.

As your City Councillor, I will support practical, cost-effective approaches to maintaining our greenspaces, expanding tree cover and protecting these community assets while making responsible use of taxpayers’ dollars.

Expanding Our Tree Canopy
  • I will expand our tree canopy through community tree planting events and ward investments, growing our urban canopy and creating lasting environmental benefits.

Partnering with Youth & Community
  • I will partner with the Green Team youth and community organizations to strengthen park and greenspace maintenance. Waverley West has twice the amount of greenspace compared to other developments and we need to look to innovative solutions to address maintenance.

Parks & Greenspaces

I will work with residents to create greener, cleaner and more welcoming parks and gathering spaces by:

  • Expanding Green Team and youth employment opportunities
  • Supporting smarter, low-maintenance park designs
  • Making better use of City resources
  • Improving awareness of shared responsibilities for keeping public spaces clean and well maintained

Parks for Residents
  • I will work with residents to create greener, more welcoming parks and gathering spaces.
  • I will increasing seating areas, sports fields, shade structures and other park amenities as determined to be a priority by residents.

6. Improving Communication & Access to City Services

Strong communities are built on strong communication, with residents, community leaders, businesses and community partners working together toward shared goals. People receive information in different ways, including social media, email, community newsletters, local media, events and conversations with friends and neighbours.

As your City Councillor, I will listen to your concerns, seek your ideas and remain accessible through a variety of ways to connect. I will provide clear, timely and consistent updates about issues affecting our ward, City services and decisions made at City Hall.

Effective communication goes both ways. Residents deserve opportunities to ask questions, share feedback and help shape their community. I will keep those conversations open, honest and ongoing.

Regular Ward Updates
  • I will keep residents informed year-round with regular updates on ward activities through social media and newsletters.
  • I will be accessible by attending and hosting local events.

Public Information Sessions
  • I will hold public information sessions with key city service areas - including Winnipeg Police Service, Fire & Paramedic Service, and Infrastructure Planning. 

Plain Language at City Hall
  • I will work with the CAO to champion the consistent use of plain language across all government materials, making City communications clearer and easier for every resident to understand.
